Selected to NCPreps.com's 3A all-state team.

Recruitment:

Picked up offers from Michigan State, Minnesota, Wake Forest, East Carolina and Old Dominion, among others.

Was offered by NC State on the first day of the spring evaluation period in April.

Verbally committed to NC State on May 12.

Recruiter of record:

Running backs coach Des Kitchings

Quotable:

“Carter was the most reliable receiver for the North Carolina team all week. That’s really saying something when that receiving corps also features guys like Rivals100 prospect Jordyn Adams and Rivals250 prospect Dyami Brown. The NC State commit’s big frame and ability to consistently win jump balls made him a nightmare for defensive backs.” — Rivals.com

Scouting report:

• Excellent size and frame for a receiver and has good athleticism to go with it.

• Shows good hands and an ability to win 50-50 balls.

• Has the ability to stretch defenses vertically and be a deep threat.

2017 projection:

The feeling here is that Carter may be the most underrated prospect in NC State’s 2018 class. If there was a typical receiver depth chart situation, Carter would have a very good chance to play quickly for the Pack. That said, NCSU is returning every receiver of substance from a very good receiving corps on this year’s team for next season, thus NCSU may have the luxury of redshirting Carter.
